Rep. Charles Dent (R-PA), who’s appearing later today with Sen. Joe Lieberman (I-CT) to roll out a plan to revoke the citizenship of Americans who side with terrorists, said on MSNBC moments ago that “clear and convincing evidence” and a “complete investigation” would be needed before taking anyone’s citizenship away.

The possible revocation would only apply to those “who take up arms against this country as part of a foreign terrorist organization,” Dent said.

“There would have to be a complete investigation, a standard of clear and convincing evidence.”

It would not be based on suspicion, but based on an actual investigation and act.

“We are making sure that there are adequate appeal rights in place,” Dent said. “The burden of proof would be on the State Department.”
