President Trump plans to sign the spending deal that lawmakers negotiated on Monday evening in order to avoid a shutdown, but then plans to use executive action to fund his wall construction project, CNN reported.

According to a conservative House member who spoke to CNN, Trump will likely cave and “accept the fact that Congress will never be serious about construction of a border wall,” in CNN’s words.

Trump already signaled as much in tweets on Tuesday evening, when he thanked Republicans for dealing with the “radical left” and touted the spending deal’s allocation of $23 billion to border security.
