Wisconsin GOP Legislators To Debate Amendment Limiting Recalls

The Wisconsin state Assembly today is debating a proposal for an amendment to the state constitution limiting the reasons for which an elected official could be targeted for recall, the Milwaukee Journal Sentinel reports:

The measure up for debate Tuesday would have to pass the Republican-controlled Legislature in two consecutive sessions and win voter approval before the constitution would be amended.

The proposal would limit the grounds for a recall only if the targeted office holder has been charged with a serious crime or if there is a finding of probable cause that the person violated the state code of ethics.

The proposal is a reaction to the waves of recalls mounted by state Democrats over the past year, targeting Republican Gov. Scott Walker and state legislators as a backlash against their policies. But it could have a hard time getting through the state Senate, which the GOP now only controls by a 17-16 margin, and where the party has had trouble maintaining unity on conservative proposals.
