The White House on Wednesday issued a blanket veto threat over five partial funding bills House Republicans are bringing to the floor meant to reopen the most popular parts of government in an effort to shift public opinion as the first federal shutdown in 17 years enters its second day.

“Consideration of appropriations bills in a piecemeal fashion is not a serious or responsible way to run the United States Government,” read a statement issued from the Office of Management and Budget. “Instead of opening up a few Government functions, the Houseof Representatives should re-open all of the Government.”

The House will consider Wednesday two additional partial funding bills — one to pay for National Guard and other military reserve; another to fund the National Institutes of Health — alongside the three bills that failed under suspension of the rules on Tuesday night that would fund the Department of Veteran Affairs, the National Parks Service and the Washington, D.C., government.
