Venezuelan President Nicolás Maduro defended Edward Snowden on Tuesday, but said he has yet to receive an asylum application from the National Security Agency.

Maduro was on a visit to Moscow, where he argued that Snowden was motivated to prevent future conflicts.

“He did not kill anyone and he did not plant a bomb,” Maduro said, according to the New York Times. “He only said a big truth to prevent wars.”
