According to the AP, the Uruguayan government is planning to send a bill to Congress today that would not only legalize the consumption of marijuana, but also its sale to registered users. The law is an attempt to remove profits from drug dealers, and to divert drug users away from harder drugs.

Users would only be allotted a certain number of cigarettes per month before they would be forced to enter drug rehabilitation programs. Sen. Monica Xavier, a member of the ruling party, added that the measure should be accompanied by increased anti-drug efforts.
