Herve Ladsous, the head of the UN’s Department of Peacekeeping Operations, told reporters on Tuesday that he believes the violence in Syria should be considered civil war.

“Clearly what is happening is that the government of Syria lost some large chunks of territory, several cities to the opposition, and wants to retake control” Ladsous said.

This news comes in light of recent reports that military and pro-government had begun using children as human shields. The UN currently has approximately 300 observers monitoring both sides to confirm their compliance with the UN’s peace plan.
