Senators working on a bipartisan immigration bill are still trying to game out a plan to bring in future low-skilled workers, an issue that’s also stymied labor and business groups conducting their own related negotiations on the issue.
“That’s the biggest impediment right now,” Sen. Lindsey Graham (R-SC) told Politico on Tuesday. Other members of the “Gang of 8” working on a bill also cited it as a top concern.
