Senate Deal Would Punt Payroll Tax Fight Over To February

Senate leaders have hit on a provisional deal to extend the payroll tax holiday and extended unemployment benefits over to February of 2012. President Obama has been pushing for a year-long extension of both, and this would give his supporters more time to make their case.

The deal contains a significant concession to the Republicans: it signs off on language urging the president to make a decision on the controversial Keystone XL pipeline well before the election of November 2012.

The deal will also need to be considered by the House, where passage in its present form is not certain.
