Based on interviews with more than 200 individuals, Human Rights Watch has released a report detailing 27 detention centers maintained by Syrian intelligence agencies throughout Syria. HRW, which claims that all interviewees had either witnessed or been subjected to multiple torture methods, described the multiple methods used by pro-government forces to punish and extract information from the inmates at these “torture centers.”
HRW called on the United Nations Security Council to refer Syria’s infractions to the International Criminal Court. As Syria has not ratified the Rome Statute, which created the ICC, the nation can only face charges if referred by the Security Council.
