A document signed in 2010 by Homeland Security Secretary Janet Napolitano revealed plans to arm drones operated by Customs and Border Protection (CBP) with non-lethal weapons, The Arizona Republic reported Thursday. 

The document, titled “Concept of Operations for CBP’s Predator B Unmanned Aircraft System,” detailed plans to mount “expendables or non-lethal weapons” atop CBP drones to be potentially used against smugglers or undocumented migrants.

The Department of Homeland Security issued a statement Wednesday insisting that “CBP has no plans to arm its unmanned-aircraft systems with non-lethal weapons or weapons of any kind.”
