Senate Majority Leader Harry Reid (D-NV) made clear Monday that Republicans must confirm all seven pending nominees to executive branch positions or he’ll change the rules by a partisan, simple majority vote.

While taking questions after a speech at the Center For American Progress, Reid made clear his threat only applies to executive nominees — not judges or legislation.

“I have no intent of changing the rules for legislation. Zero,” he said.

Reid said his caucus is behind him and he’s not concerned about “gangs” forming to head off a rules change.
