Sen. Rand Paul (R-KY) on Sunday defended his proposed amendment to immigration reform legislation which would require Congress to vote each year on border security before proceeding with portions of reform that allow undocumented immigrants to gain legal status.

Appearing on “Fox News Sunday,” Paul said that allowing Congress to vote each year on whether the border is secure would bring House conservatives on board with reform.
