Perry: Start Foreign Aid At Zero Dollars; Newt: Sometimes Stay There

During a question about the Afghanistan-Pakistan region, Rick Perry proposed zero-based budgeting for all foreign aid: “The foreign aid budget in my administration, for every country, is going to start at zero dollars.”

Then, Perry said, there would be a conversation with other countries, and in America, about whether any particular countries deserve America’s support.

Later, Newt Gingrich stepped up the criticism of Pakistan: “I think it’s a good idea to start at zero and sometimes stay there.”
