Consistent with the War Powers Resolution, President Obama on Friday briefed Congress on his decision to send security forces to support U.S. personnel in Libya and Yemen.

“Although these security forces are equipped for combat, these movements have been undertaken solely for the purpose of American citizens and property,” reads Obama’s letter to House Speaker John Boehner. “These security forces will remain in Libya and Yemen until the situation becomes such that they are no longer needed.”
