A Republican poll watcher in New Mexico who was charged with trying to vote twice as part of what he allegedly claimed was a “test” of the integrity of the voting process told police last month that he was “ignorant of the law” and only received his training packet a day ahead of the election.

Court records released to TPM on Thursday said Marshall Fischer also told a poll worker after obtaining his second ballot that he was “just here to challenge the system and I wanted to see what would happen as a Challenger if I tried to vote again.”

Fischer allegedly told a police officer he came up with the idea during a half hour bike ride from a polling location in Silver City, N.M. to another polling location in nearby Santa Clara. Fischer said he did not understand the duties and responsibilities of a poll watcher and allegedly told the officer that in his mind he was seeing whether “John Q [P]ublic” could vote in two separate polling locations.
