Mark Kelly, former Rep. Gabrielle Giffords’ husband, said Wednesday that convicted Arizona shooter Jared Loughner would have failed his gun purchase background check if his history of mental illness and drug use was available.

Kelly spoke at a gun control event at the Tucson, Ariz. Safeway supermarket where Giffords was shot in July 2011. Giffords stood by Kelly’s side as he spoke.
