Former New York Mayor Rudy Giuliana said Sunday that the existence of homegrown terrorism should not be surprising.

“We shouldn’t claim surprise. This has been going on since 2005, 2006,” Giuliani said on NBC’s “Meet the Press.”

Also on the program, former Rep. Jane Harman (D-CA) said that closing the prison at Guantanamo and having a clearly-defined drone policy would stem homegrown terror by showing that the United States is living by its values.
