Dean Clancy, vice president at the conservative adocacy organization FreedomWorks gives Scott Walker the benefit of the doubt on states pushing ahead with Affordable Care Act-like reforms in the event the court throws out the law.

I suspect Governor Walker wasn’t really endorsing mandates, he was probably just thinking brainstorming on the fly, which politicians have been known to do. We’re confident Gov. Walker understands that the solution to pre-existing conditions is more freedom and competition rather than more government mandates. States that have tried pre-ex bans, like Kentucky and Massachusetts, have seen health insurance premiums go up, while states that have deregulated, like Maine, have seen costs go down for consumers. What’s needed to help folks with medical conditions is more competition and maybe targeted subsidies. There’s no need for mandates.
