France Calls For UN To Enforce Annan Plan In Syria

The BBC reports that French Foreign Minister Laurent Fabius will call on the UN Security Council to make Kofi Annan’s peace plan for Syria mandatory. Fabius said that the six-point mandate, which would be enforced under the UN’s Chapter Seven provision, is necessary because the fighting in Syria represents a “civil war.”

As the Chapter Seven resolution would allow for the usage of force, Russia and China would be unlikely to back the plan, though Fabius said he believes Russia may agree to the proposal.
