Internal Revenue Service acting commissioner Steven Miller, who was asked to step down this week, testified before a congressional committee on Friday that although the agency made “foolish mistakes,” employees did not engage in partisan targeting of conservative groups.

That led to outrage from several Republican members of the committee and a very exasperated Steven Miller.
