As part of the state’s response to Hurricane Sandy, New York Gov. Andrew Cuomo (D) is proposing to buy homes damaged in the storm, demolish them, and then leave the land undeveloped, the New York Times reported Sunday. Cuomo is proposing spending as much as $400 million to buy the properties.

Part of the money Congress approved for Sandy relief would be used to fund the proposal, which still needs federal approval, according to the Times.
