Herman Cain disputed the Bloomberg News analysis that his 9-9-9 tax plan would cause government revenue to fall sharply.

“The problem with that analysis is that it is incorrect,” Cain responded.

Instead, Cain argued that his plan should be “dynamically scored,” referring to his campaign’s predicted effects that the plan would have for growing the economy, and thus boost revenues back up to have zero net change.
