Former Sen. Bob Kerrey (D-NE) wants to amend the Constitution to allow for greater campaign finance regulations for Congress, and abolish party caucuses within the legislative branch itself.
Kerrey lays out in a Wednesday column in The Atlantic what he calls the “George Norris Amendment,” named after the early 20th-century Nebraska senator who championed the creation of Nebraska’s own non-partisan, unicameral legislature:
I believe our nation has entered a dangerous period where “wholesome plans” are subverted to the destructive tendencies Washington and Madison warned us about. I believe the rules of Washington, D.C., are to blame. And I do not believe the problem will be solved unless and until the people of America insist that Article One of our Constitution be amended.
