At a hearing Tuesday, Senate Finance Chairman Max Baucus (D-MT) repeatedly asked former IRS commissioner Douglas Shulman and Acting Commissioner Steven Miller why no firm action was taken to discipline those was participated in the wrongdoing.

“Why wasn’t more firm action taken by people — either the commissioner himself or by people at the top. It’s outrageous. Any person can figure out that this is unacceptable conduct.

Miller said he was unaware of the conduct at the time. He said when he found out in May, he held workshops to ensure that employees did their work appropriately.

Baucus also asked what led to the “culture of indifference to the American people” at the IRS.
