Events in Wisconsin have reminded a lot of readers of the Great Texas Skedaddle of 2003, when Democrats in the Texas House fled the state to try to thwart then-Majority Leader Tom Delay’s re-redistricting plan that would eventually pick up a handful of extra U.S. House seats for the GOP.
