House Sell Begins On Next Continuing Resolution
Roll Call reports: “House GOP leaders say they are confident they can muster enough support to pass a second stopgap spending bill before a government shutdown next week, despite pressure from their right flank. Conservatives have chaffed at the idea of moving any short-term continuing resolutions that do not include policy riders defunding the Democratic-written health care law and Planned Parenthood.”

Obama’s Day Ahead
President Obama will receive the presidential daily briefing at 9:30 a.m. ET, and receive the economic daily briefing at 10 a.m. ET. He will meet at 11:10 a.m. ET with Secretary of State Hillary Clinton. He will meet at 3:50 p.m. ET with Veterans of Foreign Wars National Commander Richard Eubank. At 7 p.m. ET, he will host a party to watch the Chicago Bulls vs. Charlotte Bobcats game.

Biden Meets U.S., Russia Business Leaders In Moscow
Reuters reports: “U.S. Vice President Joe Biden met business leaders in Russia on Wednesday on a visit aimed at keeping warm its links with Moscow and boosting commercial ties…Biden’s visit will also include what U.S. officials have described as “serious discussions” about the unrest in Libya and the Arab world as well as talks on Russia’s entry into the World Trade Organization and cooperation on missile defense.”

Obama Tries To Steer Clear Of Libya Trap
Politico reports: “The Libya hawks may be circling, but President Barack Obama is determined to resist pressure for military intervention in support of the uprising against Muammar Qadhafi, even it means being labeled as weak by Republicans, according to administration sources.”

Hillary Clinton: Libya No-Fly Zone A Un Decision, ‘Not U.S.’
AFP reports: “Any decision to impose a no-fly zone over battle-torn Libya should be taken by the United Nations and ‘not the United States,’ US Secretary of State Hillary Clinton said. “I think it’s very important that it is not a US-led effort because this comes from the people of Libya themselves,’ Clinton told Sky News on Tuesday. ‘We think it is important that the United Nations make that decision.'”

What John Boehner Learned From Republicans’ Missteps In 1995
The Hill reports: “As a member of the House Republican leadership team during the last government shutdown, Boehner talked tough with the Democratic White House, but lost the message war badly. Boehner was weakened, though not as badly as then-Speaker Newt Gingrich (R-Ga.). Both, however, were subsequently pushed out of leadership. There are many similarities between the budget stalemates of 1995-96 and 2011. Yet people who know Boehner well say the Ohio Republican has learned from prior missteps, adding that history will not repeat itself.”
