GOP Eyes Potential Defectors
CQ reports: “House Republicans are already examining which Democrats might want to switch parties after Nov. 2 and are mapping out a strategy for how to persuade them to make the leap. Republican aides and lobbyists said there are a handful of Democratic Members whom GOP leaders plan to target, with Member-to-Member conversations beginning immediately after the midterm elections. Incentives for switching sides could include a leadership-level position or seat on a powerful committee such as Appropriations or Ways and Means.”

Obama’s Day Ahead
President Obama will receive the presidential daily briefing at 10:30 a.m. ET. He will tour a small business in Bladensburg, Maryland, at 11:25 a.m. ET, and deliver remarks on the monthly jobs numbers at 11:40 a.m. ET. He will meet with senior advisers at 1:40 p.m. ET, at the White House. At 2:05 p.m. ET, he will sign the Twenty-First Century Communications and Video Accessibility Act of 2010.

Biden’s Day Ahead
Vice President Biden will attend a 12 p.m. ET event in Seattle, Washington, for Congressional candidate Denny Heck. Afterwards, he will deliver remarks at a 2:30 p.m. ET rally for Sen. Patty Murray (D-WA) in Tacoma, Washington. He will return to Wilmington, Delaware, in the evening.

Today: Boehner To Make Major Campaign Speech
CNN reports: “With a little over three weeks before the midterm elections, House Minority Leader John Boehner will deliver his first major campaign speech from his hometown in Ohio on Friday. The top House Republican, in an address planned at a small manufacturing company in West Chester, will argue that voters should reject the economic policies of Democrats running Washington and elect Republicans, who he says will make Congress more responsive to the American people.”

Pete Rouse Braces White House For GOP Gains
Politico reports on the preparations being made at the White House by interim Chief of Staff Pete Rouse: “Working closely with Obama, Rouse is gaming out the range of staff and organizational shifts the White House would undertake after the Nov. 2 midterms – with different scenarios depending on the magnitude of the party’s losses, according to people familiar with the planning.”

Some Conservative Groups Look To Take Out Rising Democratic Stars
The Washington Post reports: “In the midterm elections, Republicans and conservative-leaning independent groups have targeted at least 10 House incumbents who either have expressed interest in running for higher office or who are widely considered to be contenders down the line. National Republicans say there is no concerted effort to target candidates because of future races, but some said that weakening rising stars in the Democratic Party is a welcome byproduct of a year in which Republicans have expanded the playing field and are primed to make significant gains.”
