Campbell previously served in Congress from 1989-1993, narrowly losing the Republican primary for Senate to run against Barbara Boxer in the 1992 open-seat race. He returned to Congress in a 1995 special election, then became the Republican nominee for Senate in 2000 against Dianne Feinstein, losing in a landslide. While in Congress, he had a record of holding socially liberal and economically conservative views -- and also opposed aid to Israel and other internationalist foreign policies, a reason that many conservatives have opposed him.
