House Budget Chair Paul Ryan (R-WI) accused President Barack Obama of seeking to “circumvent” the Constitution to advance elements of his agenda, citing the president’s promise to use executive action where he can.

“The president looks like he’s willing to circumvent the Constitution,” he said. Presidents do not write laws. That’s what Congress does — that’s Congress’s job.”

Ryan also cited Obama’s decision to waive parts of Obamacare, such as the employer mandate for businesses with upwards of 50 employees.

“So he’s already shown that he is prone to circumvent the legislative branch and abuse the powers of the executive branch with these executive orders. So he’s already shown that he’s willing to do that. So I see this as just more of the same,” he said. “So that’s why a lot of us are frustrated.”
