Much has been written on the debatable political wisdom of backloading the majority of the reforms in the Affordable Care Act — but wise or not, reform on the scale approved in the ACA could never have been implemented overnight.
But on the question of whether or not Democrats would actually run on, rather than run from their signature legislative achievement, up to now you could be forgiven for wondering whether the ACA ever actually happened.
That might be about to change.
